UN Security Council Backs Donald Trump's Gaza Proposal

The global body has supported measures put forward by the US president for securing a lasting peace in the Gaza Strip, featuring the introduction of an global peacekeeping force and a possible avenue to a independent Palestine.

Unanimous Support with Notable Absent Votes

The resolution was approved by a count of thirteen in favor, with China and Russia declining to cast votes. The US envoy the American delegate addressed the international body that it charted “a new course in the region for Israelis and Palestinians and all the people of the territory alike”.

Compromise Language on Sovereignty

Addition of allusions to an sovereign Palestinian state was the price the America offered for support from the Muslim nations, who are likely to supply stabilisation troops for the global force.

“Provisional steps that we begin today must be carried out in accordance with international law and upholding Palestinian sovereignty,” the UK chargĂ© d’affaires affirmed.

Israeli Resistance Persists

However, on the eve of the resolution approval, Israeli prime minister Benjamin Netanyahu reiterated his administration's strong objection to the formation of a independent Palestinian entity, casting doubt on whether the Israeli government will permit the execution of the internationally endorsed measures.

Central Components of the Proposal

  • Immediate lifting of remaining curbs on humanitarian aid into the strip
  • Creation of an international stabilisation force
  • Progress on restoration and a eventual “avenue to Palestinian independence and statehood”

Vague Wording and Requirements

The reference to sovereignty was a balanced insertion to an original American proposal which omitted it. Yet the language is unclear and conditional, stating only that once the PA has undergone changes and the rebuilding of Gaza is progressing, “the situation may finally be in readiness for a feasible course to Palestinian sovereignty and statehood.”

Worldwide Feedback

The language was insufficient of the firm commitment to the establishment of a sovereign Palestine alongside Israel requested by Muslim nations, as well as European council members, but in speeches to the council after the approval, envoys from those countries said they were ready to support the agreement in the benefit of continuing the present ceasefire and swift steps to assist and secure the millions of Palestinians in the strip.

“We has ultimately decided to endorse of this text, a resolution that we back its core objective, namely the continuation of the cessation of hostilities and the formation of situations enabling the Palestinian population to exercise their immeasurable rights to sovereignty and statehood,” Algeria's representative declared.

Implementation Challenges

The resolution grants comprehensive monitoring control to a “board of peace” led by Trump, but of undefined composition. The board has to inform the UN but it is not required to follow the preferences of the United Nations or by the Palestinian Authority.

It also calls for the formation of a Palestinian technocratic committee that is expected to manage routine management of the territory and the delivery of services, but it is quite ambiguous who would participate.

Peacekeeping Unit Mission

The mandate of the ISF empowers it to disarm and dismantle fighting factions in the territory, but it is highly uncertain that potential participating nations would consent to engage such groups. None of the states has to date pledged to dispatching troops.

Furthermore the criteria for modification of Palestinian leadership, the prerequisite towards progress on independence, have been vague.

EU representatives said they deemed it necessary that the members of the expert panel to provide utilities was determined as without delay.
